Try one out in a store, and you'll understand.... They are louder than a regular guitar, certainly, but also you will notice immediately that the sound is much richer and more complex. Think about it -- when you strum a chord, you'll get 12 notes instead of just 6. Two Pink Floyd songs come to mind that use 12-strings very obviously, "Wish You Were Here" and "Welcome to the Machine". There was an Extreme song with a 12-string (I don't remember the name of it now...).
The added strings are each an octave higher than the string they are next to (except the 2 highest, the B and high E -- those are at the same pitch as their neighbor strings). You usually play it like a normal guitar, except that you are always pressing down two strings as once with each finger. This can be a little hard on the left hand for awhile, but your hand will get stronger and tougher.
